NOTICE TO BIDDERS
The Housing Authority of Champaign County will receive sealed bids at its Administrative Office located at 205 W. Park Avenue, Champaign, Illinois 61820 for:
URBAN PARK ASBESTOS ABATEMENT
CHAMPAIGN, ILLINOIS
The bid opening shall be on August 13, 2013 at 2:30 p.m., prevailing time. Bids shall be delivered in a sealed envelope to the Housing Authority of Champaign County, Administrative Office, prior to the bid time.
A pre-bid meeting will be held on July 30, 2013, at 11:00 a.m. prevailing time at 306 East Park Street, Champaign, Illinois. All Bidders are requested to attend this meeting and to participate in a walk through of representative building units.
Project Description:
Project consists of the removal and disposal of floor tile and mastic under carpet, in a 3-story residential building (approximately 9,000 total sf).
Bids shall include:
1. Properly completed Bid Form in duplicate.
2. Not less than the prevailing hourly wage rate as determined by the U.S. Department of Housing and Urban Development
3.Bid Deposit.
Sealed bids must be submitted on the Form of Bid accompanying these specifications. Envelopes containing bids shall be addressed to the Board of Commissioners, Housing Authority of Champaign County, 205 W. Park Avenue, Champaign, Illinois 61820, and shall be clearly labeled: “BID DOCUMENTS FOR URBAN PARK ASBESTOS ABATEMENT, CHAMPAIGN, ILLINOIS TO BE OPENED AT 2:30 P.M. PREVAILING TIME ON August 13, 2013.”
Bidders must be licensed with the State of Illinois, Department of Public Health and meet the requirements of the latest edition of the Illinois Asbestos Abatement Act and Rules and Regulations. Bidders must be prepared to submit evidence of prequalification with the Department of Public to the Architect upon request of the Housing Authority of Champaign County.
Each bid must be accompanied by a Bid Guarantee in the form of a Cashier’s Check, Bid Bond, or Bank Draft in an amount equal to five percent (5%) of the total bid and made payable to Housing Authority of Champaign County, Champaign, Illinois. The Bid Guarantee of unsuccessful bidders will be returned as soon as practicable after the opening of the bids. The surety company must be authorized to do business in the state of Illinois and must be acceptable to HUD. If the bid guarantee is not submitted with the bid, the Housing Authority of Champaign County shall reject the bid. Contract is subject to the approval of the Housing Authority of Champaign County.
A maximum of two (2) sets of the Specifications and Drawings will be available upon deposit of Twenty-Five dollars ($25.00) per set at the Office of the Architect, Melotte Morse Leonatti Parker, Ltd., 213 1/2 S. Sixth St., Springfield, IL 62701, (217) 789-9515. Checks shall be made payable to Melotte Morse Leonatti Parker, Ltd. The deposit will be refunded in full upon return of the Specifications to the Office of the Architect. Central Illinois Builder's non-cash security method for receipt of documents will be accepted on this project. CIB requests for plans card shall guarantee the deposit by CIB. Bidding documents must be returned within twenty (20) days after opening of bids. Failure to return complete bidding documents will result in forfeiture of deposit. No partial sets of documents will be available
Successful bidder will be required to provide Surety Performance Bond and Labor and Material Payment Bond, each equal to 100 percent of the contract price, within 10 days after notice of acceptance by Owner. Surety on bonds shall be duly authorized company acceptable to the Owner.
The Housing Authority of Champaign County reserves the right to reject any or all bids and reserves the right to waive any irregularity in bidding, which in their considered opinion is warranted. No bid shall be withdrawn for sixty (60) days after opening of bids without written consent of the Owner.
