ADVERTISEMENT FOR BIDS
URBANA & CHAMPAIGN SANITARY DISTRICT,

I-57 AND I-74 SANITARY SEWER RELOCATION
Sealed Bids for the construction of the I-57 and I-74 Sanitary Sewer Relocation will be received by Urbana & Champaign Sanitary District, at PO Box 669, Urbana, Illinois 61803, until 2:00 p.m. local time on January 24, 2019, at which time the Bids received will be publicly opened and read aloud. The Project consists of:
Constructing New Sanitary Sewers and Manholes (approx. 402 L.F. of 8” Dia.; approx. 852 L.F. of 10” Dia.; 1300 L.F. of 12” Dia.; 950 L.F. of 18” Dia.; and 13 Manholes)
Abandoning Existing Sanitary Sewers and Manholes in place (approx. 1560 L.F. of 8” and 10” Dia.; 681 L.F. of 12” Dia.; 705 L.F. of 18” Dia.; and 7 Manholes)
Sewer Cleaning, Televising and Cured in Place Pipe (CIPP) Sewer Lining (approx. 300 L.F. of 15” Dia.; 1150 L.F. of 18” Dia.; 365 L.F. of 24” Dia.)
Bore and jack (approx. 100 L.F. of 24” Dia. casing)
Bypass Pumping
Traffic Control
Mobilization/Demobilization
Bids will be received for a single prime Contract. Bids shall be on a unit price basis.

Any Bidder or potential Bidder who fails to register cannot be assured that they will receive any Addendum or Addenda to the Bidding Documents. Failure to acknowledge receipt of any Addendum or Addenda on a Bid Form may result in the Bid being rejected.
A Pre-Bid Meeting and tour of the sites will be held at 2 pm on January 7, 2019 at the Administration Building of the Urbana & Champaign Sanitary District, 1100 E. University Avenue, Urbana, Illinois 61802.
This meeting is not mandatory, but it is highly recommended that all Bidders attend it. Bidders are also recommended to visit the sites and familiarize themselves with the project area.
Each proposal shall be accompanied by a Bid bond or certified check equivalent to 5% of the maximum proposal.
The Owner reserves the right to reject any or all Bids, waive or not waive any informalities in the Bids received and to accept any proposal which is deemed most favorable to the interests of the Owner.
No Bidder may withdraw his Bid within 60 days after the actual date of the opening thereof.
The Contract shall be subject to wage rates established by the Illinois Department of Labor. See Prevailing Wage Rates, Section 00 73 46 of the documents.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on the project, and that the Contractor must ensure that the employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
This Project falls under the jurisdiction of the Illinois Prevailing Wage Act (Ill. Comp. Stat. Ch. 820 ILCS, ACT 130/1-12) which requires payment of Prevailing Wages and the Illinois Preference Act (Ill. Comp. Stat. Ch. 30 ILCS, ACT 570/1-7) which concerns the employment of Illinois workers on public works projects.
Attention is called to the provisions of the Fair Employment Practices Act of the State of Illinois, and particularly to the provision of Section 4 thereof. The Contract entered into shall be conditioned as provided by law.
Attention is called to provisions of the "Illinois Workers on Public Works Act", Chapter 48, Sections 269-275 of the Illinois Revised Statutes. The Contract entered into shall be conditioned as provided by law.
Bidders will be required to comply with the Presidents Executive Order No. 11246, as amended. The requirements for Bidders and Contractors under this Order are explained in 41 CFR 60-4.
Attention of the Bidders is also called to provisions of the Illinois Human Rights Act dealing with equal employment opportunities (Section 2-105, 775 ILCS 5/2-105). The contract to be entered into shall be conditioned as provided by law.
Attention of the Bidders is called to provisions of the Employment of Illinois Workers on Public Works Act, 30 ILCS 570/.01 et. seq. The contract will require compliance with this Act.
Attention of the Bidder is called to Provisions of 720 ILCS5/33E-11 requiring all Contractors bidding for public agencies to certify they are not barred from bidding on public Contracts for bid rigging or rotation.
Attention of the Bidders is called to Provisions of 30 ILCS 580 et seq, the Illinois Drug-Free Workplace Act. The Contractor will be required to comply with the requirements of the said Act.
Attention of the bidders is called to Illinois Department of Transportation's “Buy America” certification requirements and compliance as specified in the contract.
Other pertinent information applicable to the form of the Bid, the manner of its submission, and the documents which must accompany it are included in the Specifications and other contract documents, all of which are, by this reference, incorporated herein and made a part hereof.
